Our policy recommendation
We have been exploring the Basic Allowance for Child Care (BACC) model for several years as we seek solutions to modernize child care systems and better serve the evolving needs of families. BACC is a fundamental reimagining of what child care support systems should look like, focused on cost efficiency, mission readiness, and family choice. Functioning similarly to the current Basic Allowance for Housing (BAH), BACC is a natural extension of existing military trust-based allowances that address concerns with current child care programming.

Understanding child care policy should not be complicated. Our “Ask Me Anything” series breaks down key programs, proposals, and benefits in clear, simple terms so military families, caregivers, and community partners can stay informed and empowered.
CDC Abuse Stories
We collect and share family stories of abuse in Child Development Centers to expose gaps between policy and real-world experience. These stories help illustrate how recent NDAA language fails to protect families and why meaningful, systemic change is needed to ensure child safety and accountability in on-installation care.
